The need to deliver new housing is of increasing importance. The number of new homes built in the UK fails every year to meet the demands to deliver decent housing for all people.

Inextricably linked with social welfare, regional development and our response to global economic challenges is the need for adequate, affordable housing. The Government has placed significant emphasis on the building of sustainable communities, increasing the availability of homes to all, and improving the delivery and efficiency by which homes and infrastructure can be delivered.

Development on this scale creates unprecedented delivery challenges. These lie in selecting suitable locations for development that link homes and jobs, and in identifying, coordinating, and financing the supply of social and physical infrastructure needed to support new and expanded communities. This must all be delivered in accordance with increasingly stringent sustainable development principles.

The development challenges are compounded by an environment where we are seeing a rapidly aging community – in the next thirty years the number of people who are 85 and older will rise by 149%.

The challenge cuts across local government boundaries, departmental and agency responsibilities, and professions. Putting in place the right strategy to achieve policy objectives, attract the necessary investment, and set the correct framework for implementation on the ground is a complex and difficult process.

Although the e-government programme has been largely focussed on central and local government, the not for profit sector is also heavily implicated. Managing change has been a constant requirement for Housing Associations since the 1988 Housing Act, which radically reshaped the sector and its funding regime. Technical innovation has been geared towards information or rationalisation – now is the time to integrate technology into your organisation to revolutionise service delivery.
